PPL - FMS (Public Partnerships LLC)

Public Partnerships LLC (PPL) is a Financial Management Services (FMS) provider in California’s Self-Determination Program (SDP). In the Sole Employer model, participants are the legal employer of their workers. PPL supports with payroll, tax filings, workers' compensation, and an easy-to-use portal for timesheet submission and approvals. In the Bill Payer model, participants work with vendors or independent contractors. PPL enrolls providers, processes invoices, and ensures payments align with the spending plan. PPL offers bilingual support and assigns a dedicated Support Broker to guide families every step of the way.
